Global directions are now trending towards the use of mediation and consensus-building becoming an agreed part of the participatory decision-making process. There is considerable overlap between the goals for public participation processes and ADR/negotiation. But there is one significant distinction between them: the level of power for decision-making and the role available to the community. ADR provides the community with a significantly greater level of power in shared responsibility and joint action in decision-making compared to all other public participation processes.
